A safety recall is issued when a manufacturer or the National Highway Traffic Safety Administration determines a vehicle has a defect that poses an unreasonable safety risk, or that it fails to meet a federal safety standard. The manufacturer must remedy it at no cost to the owner. Recalls have no expiration for the owner and cover the vehicle, not the buyer — so a used Acura you bought from a private seller still qualifies.
A technical service bulletin, or TSB, is different. A TSB documents a known condition and the correct repair procedure, but it is not a safety recall and is not automatically free. That said, TSBs are enormously valuable: they mean Acura's engineers have already diagnosed the problem and published the fix, which is why dealer diagnosis is often faster and more accurate on a known issue than a shop working from first principles.
A warranty extension or product update sits between the two — Acura voluntarily extends coverage on a specific component for a specific population of vehicles. These are easy to miss because they are not always announced the way recalls are.
